A WhatsApp Business Account in Meta Business Manager: the administrative container that holds your numbers, templates and quality ratings. This is what the API attaches to.

Which one you need
If one person handles a manageable number of chats and nothing needs to be recorded elsewhere, the app is genuinely enough.
The moment more than one person needs to reply, or enquiries arrive outside working hours, or you cannot report on the channel, the app is the constraint.

Switching
You keep the number. Moving it to the API deregisters it from the app, which removes that device's chat history, so export anything you need first.
