WhatsApp Web is not a separate account. It is a view of the messages on one phone, and it depends on that phone remaining registered. Typing on a laptop is more comfortable than a phone keyboard, and that is most of the benefit.

Multi-device support means the phone no longer has to be online continuously, but the account is still tied to that one number and that one registration.

Where it breaks for a business

One session means one person's view. If two colleagues need to answer, either they share a login, which is a security problem and an audit hole, or they pass a phone around.
